Offline conversion tracking is the difference between a Google Ads account that chases form fills and one that chases paying customers. Most small business accounts count a conversion when someone submits a form or calls. Google’s bidding then looks for more people like those who filled in forms, including the ones who never answer the phone, never qualify, or never buy.
If your sales happen after the click, on a phone call, in a consultation or at a signed quote, Google cannot see them unless you send that information back. This guide explains how offline conversion tracking works in Google Ads in 2026, what changed this year, and how an Ontario service business can set it up without a developer.

Why form fills are the wrong goal
A lead form is cheap to submit. Spam bots, job seekers, people comparing prices with no plan to buy and existing customers asking for support all count as conversions if your tracking stops at the thank-you page.
When you use Smart Bidding, such as Maximize Conversions or Target CPA, Google learns from whatever you mark as a conversion. If 30 form fills produce 4 customers, Google is optimizing for the 30, not the 4. Over time, cost per lead can go down while cost per customer goes up. Our Google Ads cost Ontario guide shows why cost per lead alone can mislead.
1. What offline conversion tracking does
Offline conversion tracking sends sales data from outside Google Ads back into your account. When a lead becomes a booked appointment, a qualified opportunity or a paying customer, you upload that result. Google matches it to the original ad click and records it as a conversion, with a value if you provide one.
That gives you two things. Reports show which campaigns, keywords and ads produced real revenue. Smart Bidding can then aim for the kind of lead that turns into a sale.
2. Enhanced conversions for leads is the current method
Google describes enhanced conversions for leads as an upgraded version of offline conversion import. Instead of relying only on the Google Click ID, or GCLID, captured from the ad click, it uses customer information such as an email address or phone number, hashed before it is sent so the raw data is not shared.
According to Google’s help page on importing conversions from ad clicks, file-based offline import is now labelled legacy, enhanced conversions for leads works with Data Manager, and since April 2026 the enhanced conversions settings for web and leads are combined into one setting. If you set up offline conversion tracking a few years ago, it is worth checking that it still runs the way Google expects.
3. Capture the right data on your forms
Offline conversion tracking only works if the lead record in your CRM or spreadsheet can be matched to an ad click. Make sure each lead stores:
- The email address and phone number the customer entered
- The GCLID, captured in a hidden form field from the landing page URL, as a backup match key
- The date and time of the form fill or call
- The lead source, so you can separate Google Ads leads from other channels
Turn on auto-tagging in Google Ads so the GCLID is added to your landing page URLs. Most form tools, including the ones built into WordPress, can store it in a hidden field.
4. Define your sales stages
Decide which steps in your sales process you want Google to see. For a typical Ontario service business, these might be:
- Qualified lead, after your team confirms the person is a real prospect in your service area
- Appointment booked or quote sent
- Closed sale, with the sale value
Create a separate conversion action in Google Ads for each stage. Set the closed sale, or the stage closest to it with enough volume, as the primary conversion for bidding. Keep the form fill as a secondary conversion so you can still see it in reports without Google optimizing toward it.
5. Choose how to upload
Google supports several ways to send offline conversions:
- Data Manager in Google Ads, which connects to common CRMs and data sources
- Scheduled uploads from Google Sheets, HTTPS or SFTP
- One-time file uploads
- The Google Ads API, or connector tools such as Zapier
For a small business, a scheduled Google Sheet is often enough. Your team adds a row when a lead becomes a customer, and the sheet uploads on a schedule. Google’s help page notes that scheduled uploads of customer data must be hashed with SHA-256, so use a template or connector that handles hashing for you. Set the time zone in the file, and make sure conversion action names match exactly.
6. Add sale values for value-based bidding
If your jobs vary in size, send the sale value with each conversion. A $300 repair and a $9,000 installation should not count the same.
With values in place, you can move from Target CPA to Target ROAS or Maximize Conversion Value. Google then bids more for searches that tend to produce larger jobs. This is how offline conversion tracking turns into better return on ad spend rather than just better reports.
7. Give the data time before changing bids
Offline data arrives later than form data. A lead from Monday might become a customer three weeks later. Google says uploaded data can take 24 to 48 hours to appear in reports, and you also need enough conversions for Smart Bidding to learn from.
Run offline conversion tracking for at least four to six weeks before switching your primary bidding goal. If you only close a handful of sales a month, use qualified leads as the primary conversion, since they happen more often, and add closed sales once volume builds.
Is offline conversion tracking worth the setup?
The case for setting it up
- You see which campaigns and keywords bring paying customers, not just leads.
- Smart Bidding learns from real outcomes, which usually improves lead quality over time.
- Sale values let you bid more for bigger jobs and less for small ones.
- You can make budget decisions on cost per customer and return on ad spend.
The case against, or for waiting
- It needs a reliable process for updating lead status. If your team does not log outcomes, the data will be wrong.
- Accounts with very few sales a month may not have enough data for bidding to learn from.
- Handling customer data requires care with consent and privacy policies.
- Setup takes more time than basic tracking, especially with older CRMs.
For businesses that spend more than a few hundred dollars a month on Google Ads and close sales by phone or in person, offline conversion tracking usually pays for the setup time within a few months.
Setup checklist
- Turn on auto-tagging and capture the GCLID in a hidden form field.
- Store email and phone with every lead.
- Create conversion actions for qualified lead, booked appointment and closed sale.
- Connect Data Manager or a scheduled Google Sheet.
- Upload sale values where jobs vary in size.
- Set closed sales or qualified leads as the primary bidding goal after four to six weeks.
- Update your privacy policy to explain how customer data is used for advertising measurement.
Frequently asked questions
What is offline conversion tracking in Google Ads?
It is the process of sending sales or lead outcomes that happen outside your website, such as phone sales or signed contracts, back into Google Ads so they can be matched to the ad clicks that started them.
Do I need a CRM for offline conversion tracking?
No. A well-kept Google Sheet with lead details and outcomes can work for a small business. A CRM makes it easier as volume grows.
Is uploading customer emails to Google allowed?
Yes, when you follow Google’s customer data policies and your own privacy obligations. Enhanced conversions for leads hashes the data before upload. Make sure your privacy policy tells customers how their information is used.
How long until I see results from offline conversion tracking?
Data shows in reports within a day or two of upload. Bidding improvements usually take several weeks, because Smart Bidding needs enough conversions to learn from.
